Go to Subscribers, then choose a filter and click Stats. For this example we will set Stats x Open rate x Is greater than 10%. Now you can create a segment from this rule.
Another way to use segments, is to go straight to your campaigns. When creating a campaign and choosing your recipients, you need to open the Advanced tab. In this view, you can also set rules.
